I would also go with D.
A: doesn't make sense, since there is an upstream FortiGate and the role is set to “Join Fabric.”
B: If that setting weren't configured, the gateway wouldn't be able to connect.
C: You do need a FAZ for the fabric, but not every device has to be connected to it, so this is irrelevant.
D: This is the only remaining solution. You can also see the status “device requires authorization.”
