C could be correct in the case of having 2 VLANS. But in this example there is VDOM N so multiple vdom. SO the 2 npu vlinks that are available will be able to connect 2 vdoms but no more than that.
D is the correct answer because you can use VLAN over npu links to create up to 4094 VLAN npu vlinks. You just have to create 2 VLAN attached to npu0 and npu1 with the same ID and put each one in a vdom.

By default, NP processors have VDOM links and they are all assigned to the VDOM root. To offload the traffic between two VDOMs, you must assign one VDOM link to one VDOM and the other VDOM link to the other VDOM. The inter-VDOM traffic is then accelerated through the NP, offloading the CPU.
