after search i found below comment :
That is exactly what is shown in your CLI output: flags:0, and the policy package shows as [unknown], meaning FortiManager did not apply a policy package, likely due to that flag.

This leads to incomplete or blocked configuration restoration, such as failure to restore user Support.

flags:0 was mean device status is OK, registered, authorised, DB synced, and config synced. Also, "Never installed" should be for those who never applied the policy package, so only D is a valid option.
